At the heart of Deloitte’s support functions and in close collaboration with Finance, the Procurement team strengthens financial processes, drives efficiency and delivers tangible value to its stakeholders.
As part of the Procurement team and focusing on External Resource Management, our new Category Manager will oversee and optimize the sourcing, selection and management of external providers that support Deloitte’s activities and key business stakeholders. The role focuses on category management strategies, supplier performance, cost optimization and ensuring that external resources are aligned with business needs.
You will also support the Procurement team in its day‑to‑day activities and strategic projects, contributing to sourcing initiatives, supplier negotiations, RFPs and tender processes, ensuring that procurement activities are conducted efficiently, competitively and in line with internal policies and business priorities.

How you’ll contribute to our success
Category & strategy management
- Design and implement category strategies for external resources, using multiple sourcing channels (freelancers, agencies, consulting firms).
- Assess resource needs, market trends and spend data to identify sourcing opportunities and track workforce and rate benchmarks.
- Apply smart sourcing frameworks to recommend the best engagement model (staff augmentation, Statement of Work, outsourced centers).
Supplier sourcing & relationship management
- Identify, assess and onboard qualified providers, segmenting standard agencies, niche suppliers and Tier‑1 firms.
- Negotiate contracts, terms and rates using spend analysis to build and enforce multi‑tier global rate cards.
- Manage supplier relationships, resolve issues and drive continuous improvement through business reviews, SLAs and structured onboarding/offboarding.
Procurement day‑to‑day activities
- Handle end‑to‑end procurement requests, from need assessment to supplier engagement, quotation comparison and negotiation.
- Act as the main commercial contact for suppliers, securing competitive pricing and favourable conditions.
- Work with Compliance and Legal to finalize contracts and contribute to projects that streamline and standardize procurement processes.
Key stakeholder collaboration
- Partner with business leaders and hiring managers to understand current and future resource needs.
- Facilitate communication between internal stakeholders and external providers to ensure service expectations are met.
- Maintain efficient, harmonized workflows for all stakeholders across the resource lifecycle.
Your skills
Must have
- Degree in Procurement, Supply Chain, Business, Commerce or equivalent, and a minimum of 5 years’ experience in Category Management focused on freelance and contingent workforce markets, contract management and procurement.
- Strong customer focus, excellent interpersonal skills, and the ability to analyse spending data and deliver high‑quality work within tight deadlines.
- Practical knowledge of EU labour regulations, co‑employment boundaries and international cross‑border tax implications, with a strong understanding of the Luxembourg regulatory landscape.
Nice to have
- Advanced IT skills in MS Office, ideally complemented by SAP and/or MSP/VMS tools (e.g. Fieldglass).
- Proven ability to interpret market trends and spending data to support strategic sourcing decisions.
- Very good level of English and French; any additional language is considered an asset.
